Informal Consultation Process

Throughout the informal consultation process, we will be engaging with local residents to hear what you would like to see in your local area and answering any questions you might have about the process or the benefits of VHL becoming your landlord. We will be providing residents with detailed information as well as holding four drop-in sessions throughout August and September as opportunities to speak directly to members of the VHL team.

Stage One Consultation

Following the informal consultation process, the first part of the formal process begins, this is known as Stage One Consultation. This involves Lambeth Council issuing residents with a formal Offer Document which sets out the details of the VHL offer compared to what the Council currently provides. The Stage One Consultation will last 28 days. During this period, residents will have the opportunity to meet with the Independent Tenant and Leaseholder Advisors (ITLA) and to provide feedback on the offer directly to the Council.

Decision Making

Following this, all feedback will be reviewed, and a decision will be made on if the proposal should go to ballot. If the decision is made for the ballot to go ahead, residents will receive a letter from the Council, known as a Stage Two Letter. This letter will outline any changes made to the original offer and confirm the ballot. An anonymous ballot will then be conducted by an independent organisation, such as the Electoral Reform Ballot Society, over a 4-week period with only Council tenants named on tenancy agreements having the right to vote.

Final Stage

If the majority of tenants who took part in the ballot vote in favour of the transfer, Lambeth Council then seeks the approval of the GLA, and a date will be agreed for when ownership and management of your home would be passed to VHL.
